    Over-compliance refers to the excessive or overly cautious application of sanctions rules by companies or financial institutions. It often involves blocking or avoiding all transactions with sanctioned parties?even those that are legally permitted under exemptions, such as for humanitarian aid?out of fear of regulatory penalties.
